Resolved Question: How can you figure out which planets and signs are dominant in your birthchart?

I don't really get it? I've looked at my birth chart, but don't understand what makes a sign, planet, house, etc. dominant. I was born on January 20th, 1992 around 6:30 PM in Midland, Texas.
